Neodymium and praseodymium are the torque in an EV motor and a wind turbine. Dysprosium and terbium keep those magnets alive when they heat up. That heavy end is the tight market. It is the end Debert was always about.
The bottleneck
The crust is not short of rare earths. The world is short of mines that can separate them, and short of separation that does not run through one country. A new showing does not fix that. A jurisdiction that can permit, and a mineral that will leach, might.

Make the royalty legible
An NSR is already a financial instrument. It is trapped in a PDF. The attainable job is a card a stranger can read: the licence, the claims, the operator, and the kind of interest. NovaROC already holds the public half. The app scans the licence and sets the contract summary beside it.
The stamp is a hash of that card, minted so the version has a date. It is a receipt, not a transfer. Mineral rights in Nova Scotia do not move because a token moved. The first two cards are the contracts Elk already has. Lake Catcha, operated by St Barbara. West Gore, operated by Military Metals. Little Snare Lake joins them if an option is written. Debert stays a shareholding, and off the card. Nova Scotia is the prototype. Another registry is a later copy, once this one works.
No token is offered for sale. No bid. The reader comes first. The field work does not wait for it.
